The position is located in the Kuwait Joint Support Office (KJSO), Kuwait. The position reports to the Chair of the RSCE-KJSO Joint Steering Committee and assumes overall responsibility for the implementation of the mandate of KJSO. The Office provides efficient transactional services to its client missions in the areas of human resources, travel services management and finance operations. Responsibilities Within delegated authority, the Chief of KJSO will be responsible for the following functions.
• Contributes to the implementation of the KJSO and client missions mandate by providing the necessary managerial, logistical and administrative support required for the fulfilment of the mandate, including such areas as budget, finance, human resources management, logistics, payroll, travel communications, transport, etc.
• Certifies KJSO and its client missions expenditure.• Advises the Office and its client missions on all matters pertaining to human resources, travel services management and finance operations.• Plans, organizes, implements, manages and oversees the activities of all integrated services for administrative, human resources, travel management and financial operations.
• Provides optimal service delivery and achieving KJSO’s operational targets and key performance indicators (KPIs) as required by RSCE-KJSO Joint Steering Committee and other relevant Headquarters entities. Provides quarterly update on achievements, operational challenges and new initiatives of the Office.
• Identifies broad strategies required for the development and implementation of the result based budgetary framework that reflects KJSO’s work programme vis-à-vis its client missions. Aligns and harmonizes KJSO’s service delivery with the Organization’s shared services strategy.
• Ensures development, preparation, coordination and monitoring of KJSO’s work plans, strategies and programmes and coordinates with its client missions in securing the required human and financial resources for the KJSO’s budget submissions.
• Establishes a set of sound policies, procedures, practices, standards and tools that are consistent with UN regulations, rules, policies and practice in order to ensure proper budget, accounting, financial and human resources management and control.
• Liaises, negotiates and coordinates with the host government with respect to agreements between the United Nations and the host government.
• Ensures cooperation and integration of administrative and logistical resources in order to achieve greater efficiency without impacting service delivery. Monitors and manages OLAs/SLAs between KJSO and its client missions.
• Provides guidance, support and supervision to senior administrative and logistics support staff as well as coordination with the resident and external auditors on audit and evaluation services related queries and recommendations, as appropriate.
• Ensures the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility.
• Maintains good order and discipline of staff under his/her overall supervision.
• Represents the Office at meetings, protocol and ceremonial occasions, etc. Performs related duties as may be required, e.g., provides briefing to visiting senior officials from missions or Headquarters, administrative and technical support activities, etc.
• Performs other related work as required.

Education Advanced university degree (Masters or equivalent) in business or public administration, human resources management, finance, accounting, project management or a related area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advance university degree. Work Experience A minimum of ten (10) years of experience in administration, budget & finance, human resources management or related field is required.
Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
Hands on experience with UN administrative/financial policies practices and procedures is desirable.
Experience managing a large team in a fast-paced, high-intensity work environment is highly desirable.
Experience working with shared services is desirable.
Experience in change management or leading a team through transitions is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
