JOB DESCRIPTION
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.
Under the strategic guidance of the Department of Operational Support (DOS), the Kuwait Joint Support Office provides efficient and client-oriented services with the goal of moving transactional, non-location dependent administrative functions from its client entities. These include transactional elements of human resources, finance, travel and payroll.
This position is in the Accounts Unit of the Finance Section of KJSO and the Finance Officer reports to the Chief Finance Officer.
RESPONSIBILITIES
Within delegated authority and under the overall guidance of the Chief Finance Officer, the Finance Officer will be responsible for the following duties and responsibilities:
• Manages the achievement of KJSO key performance indicators (KPIs) and Service Level Agreement (SLAs) components for KJSO projects/programmes/operations relating to the Accounts Unit
• Ensures that the outputs produced by the team maintain high quality standards; that reports are clear, objective, and based on comprehensive data analysis.
• Plans, organizes and manages the routine and monthly deliverables of the Accounts Unit; Drafts financial reports for review by the Chief Finance Officer prior to submission to client missions and Headquarters.
• Scrutinizes source documents for completeness, accuracy and validity of reported figures and underlying transactions.
• Provides input on KJSO budgetary requirements being presented for consideration by the UN legislative bodies; Participates in the preparation, review and finalization of performance reports in compliance with the legislative requirements, recommendations and Controller’s instructions; Reviews and ensures variances between budget and actual expenditure are properly explained.
• Reviews and approves supporting vouchers for transactions such as payroll, payment of staff entitlements, final payments, travel claims, vendor invoices, payments to agencies and other allowances for payments in conformity and adherence to applicable United Nations policies e.g., Staff Rules, Financial Regulations and Rules, ST/AI issuances or practices, IPSAS policy framework etc.
• Provides advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars .
• Ensures the integrity of financial and management systems and the controls that underpin them and report findings and make recommendations to the Chief Finance Officer.
• Acts as Approving Officer under Financial Rule 105.4 in adherence with the UN Regulations and Rules.
• Ensures that the established IPSAS compliance monitoring and Internal Control Framework (ICF) is fully implemented, and any deviations are documented and reported.
• Performs other duties as may be assigned.

EDUCATION
Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
JOB – SPECIFIC QUALIFICATION
Certification as a Certified Public Accountant (CPA), Chartered accountant (CA) or equivalent is desirable.
WORK EXPERIENCE
A minimum of five years of progressively responsible experience in finance, accounting, budget, business administration or related area is required. An additional two years qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of three years’ work experience in financial reporting or accounting role supervising general ledger, accounts receivable, accounts payable functions and month-end and year-end closing processes is required.
A minimum of two years’ hands on experience with United Nations ERP systems such as SAP / UMOJA or equivalent is required.
Extensive experience with application of International Public Sector Accounting Standards (IPSAS) is required.
Working experience in a service center operation or similar setup is desirable.
Hands on experience in Advanced MS Excel, including Vlookups and pivot tables is desirable.
LANGUAGES
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
ASSESSMENT
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
